The expansion of HIV treatment represents the most dramatic change in health care for decades. HIV has rekindled global awareness of the role of health in human development; the global health workforce crisis; the chronic under-funding and systemic deficiencies of health systems in resource limited settings. In this context, concerns have been raised about the impact of disease-specific scale-up on other health services, and on fragile health systems. There is emerging evidence that if managed correctly, the HIV response represents a unique opportunity to expand health systems strengthening efforts. This satellite will present highlights from the 18 July pre-conference meeting including - review of results from current research; discussion of case studies on how to leverage HIV scale-up to strengthen health systems; methodologies and evaluation frameworks that can be applied; identification of a research agenda, key policy priorities and next steps in accelerating the impact of HIV programming on health systems strengthening.
